Our client’s Integrated Defense Systems business has an opening for the Subcontract Management Lead the Zumwalt DDG-1000 program organization supporting all subcontracts within this multi billion dollar program. The Subcontract Management Lead is responsible for the overall efficiency, effectiveness, capability, and capacity (E2/C2) of the Subcontract Management professionals deployed to the Zumwalt DDG-1000 program. Must interface on technical issues and relevant technologies with Engineering and Subcontractors.

  • Provides Subcontract Program Management Subject Matter Expertise to Subcontract Management and Engineering professionals assigned to the program

  • Is responsible for developing initial long term successful partnerships for the Zumwalt DDG-1000 program.

  • Builds and nurtures effective relationships with supplier partners leading to successful program execution.

  • Creates effective product/service delivery plans to meet program cost, schedule and technical requirements.  

  • Leads Subcontract Program Management and Subcontract Management professionals assigned to the Program

  • Manages sales for subcontracts totaling more than $50M annually.

  • Manages subcontractor program execution for more than fifteen subcontracts worth $100M.

  • Is responsible for monitoring the operations, performance and health of the subcontracts through clearly defined assessment and measurement criteria and associated metrics.

  • Is an integral member of the Zumwalt DDG-1000 program Supply Chain leadership team.

  • Responsible for identification and resolution of E2/C2 gaps in Subcontract Management.

  • Responsible for application of proven Program Management processes are implemented for management of Subcontractor performance (e.g., EVMS, Risk Management, Technical Performance Metrics, IMS/IMP, CWBS, etc).

  • Responsible for developing strategies, tactics, actions and metrics to achieve Subcontract Program Management E2/C2 goals.

  • Responsible for Subcontract Program Management E2/C2 issue resolution across IDS business areas

  • Responsible for using and continuously improving standard bidding metrics for Subcontract Program Management.

  • Responsible for collaborating with other CBT’s/Functions to improve integrated E2/C2 (process, tools, behaviors) related to Subcontract Program Management.

Basic Qualifications:

  • 5+ years of Project/Program Management experience. Experience in in DoD/ aerospace industry environment preferred.

  • 2+ years experience in technical management of subcontractors.  Experience in DoD/ aerospace industry environment preferred.

  • Knowledge of FAR/DFAR requirements, subcontract formulation, and authoring subcontact terms.

  • Expertise in Project/Program Managment techniques and processes (e.g., EVMS, Risk Management, Technical Performance Metrics, IMS/IMP, CWBS, etc).

  • Experience developing and using Integrated Master Plans and Integrated Master Schedules and exert in the application of EVMS

  • Experience in writing Statements of Work or other technical requirements documents.

  • Experience managing subcontract cost, schedule and technical risks to include risk assessment and risk management activities

  • Experience in management and cost proposal writing, evaluation, and red team activities.

  • Experience preparing project/product cost estimates and cost to complete estimates.

  • Experience negotiating technical requirements and contracts/subcontracts.

  • Understanding of Incentive Fee and Award Fee subcontracts.

  • Experience in best value and other competitive source selection activities to include generating Request for Proposals (RFP), preparing proposals and evaluating proposals.

  • Experience evaluating subcontractor delivered documents

  • Requires a BS degree. Preference in a technical or engineering discipline.  Masters degree in engineering, technical, management or business administration preferred.

Desired Qualifications:

  • 8+ years of Project/Program Management experience. Experience in in DoD/ aerospace industry environment preferred.

  • 2+ years experience managing major subcontracts (greater than $25M) in the Dod/Aerospace industry.

  • Demonstrated ability to successfully manage multiple programs, projects or subcontracts under cost and ahead of schedule through final delivery and contract completion

  • Knowledge of and familiarity with basic business financial terms and principles.
