This position directly reports to the Chief Operating Officer.  Directly manages six functional supervisors/managers and overall management responsibility for the Information Services Department, which includes 190 employees, with an annual budget of $30M.

Primary Duties and Responsibilities:

Working with senior management, is responsible for the planning, development, and delivery of information technology and services to meet Laboratory requirements and objectives including evolving and implementing the Laboratory’s IT road map.  Will be responsible for the effective utilization of the SAP Enterprise Resource Planning system, IT Security (in partnership with the Security Services Department), IT systems design and analysis, voice and data networks, systems infrastructure, systems programming, application development, research library and laboratory archives, and creative multimedia design services. 

  • Ensures the effective and efficient delivery of information services to the Laboratory’s research and administrative staffs

  • Researches and evaluates IT systems, policies, programs and procedures to support research and administration objectives.  Evaluate and propose costs and schedules for IT requirements and projects

  • Develops and recommends IT governance policies and strategies to achieve maximum efficiencies and security of all resources.  Will develop and implement budget strategies for cost containment and accountability

  • Develops an understanding of the staff’s workflow and proactively looks to simplify and enhance the laboratories IT structure to increase productivity

  • Develops and implements IT training programs for department staff and the Laboratory community

  • Manages and develops department staff.  Ensures continuous commitment to improved customer service

  • Defines and adjusts IT standards and technologies

  • Oversees the development, design, and implementation of new applications and changes to existing computer systems and software packages

  • Develops and supports Laboratory information research needs by delivering information and information service products through content creation, user experience design, information discovery, knowledge management, and intellectual property preservation to customers

  • Maintains the stability of current operations and ensures stability as new technologies are delivered

  • Maintains current knowledge of government, industry, and university research IT trends, and ensures procedural and regulatory compliance

  • Will perform other duties and deliver special projects and studies as assigned by the executive management team

Requirements:

  • MS in Computer Science or MBA or equivalent business experience and 10+ years of applicable experience is required. Previous experience in a federal, educational, research or not-for-profit setting is desirable.

  • Proven experience with customer service to technical research, scientific, engineering, and administrative staff

  • Personal and professional credibility, relationship management skills and the ability to manage by influence are imperative

  • Experience in navigating and resolving enterprise-level governance issues in a large multi-divisional organization

  • Experience in managing ERP systems is required. SAP experience is desirable

  • Experience should include exposure to shared and out-sourced solutions as well as support of in-house systems in a federated multi-site client server environment.

  • Must possess strong leadership skills and accomplishments in strategic planning, problem analysis, and resolution.

  • A demonstrated record of IT management experience, continued growth, and career success within an engineering and technology development environment, where technical staff are key stakeholders in the IT services, is desired.

  • Demonstrated experience in large scale IT projects that are collaborative efforts in design and implementation including a identifying and addressing stakeholder information needs.

  • Demonstrated ability to embrace and effectively implement new ideas and innovative technologies coupled with the ability to provide excellent customer service.

  • Demonstrated ability to translate information services language into user-friendly language for research staff audiences.

  • Demonstrated ability to develop, track, and control IT budgets effectively and efficiently

  • Demonstrated ability to provide motivational leadership for staff at all levels

Information/Scope

Our client is a Federally Funded Research and Development Center [not-for-profit]. The Laboratory conducts research and development in the area of advanced electronics for the Department of Defense and other Government agencies.  The Laboratory employs a staff of 3000 and 500 subcontractors.  Annual budget is approximately $850M.  Employment at the Laboratory requires U.S. citizenship in order to obtain needed Department of Defense security clearance.
