Massachusetts has taken a national leadership role in
seeking to achieve universal health insurance coverage for
its residents. It has also been a leader in the development
of health information technology (“HIT”), including the
dissemination of electronic health records (“EHR”) and heath
information exchanges (“HIE”). Chapter 305 of the Acts of
2008, enacted in August 2008 (“Chapter 305”), established
the Healthcare Information Technology Council (the
“Council”) and the Massachusetts eHealth Institute (“MeHI”)
as a non-divisible component of our client as the single
State-wide entity responsible for the coordination and the
dissemination on a State-wide basis of EHR in all provider
settings networked through an interoperable HIE. Because of
the unified structure created by Chapter 305, with enactment
of the American Recovery and Reinvestment Act in February
2009, and its HITECH Act provisions, our client, acting
through MeHI, was designated by the Governor as the
applicable State agency to receive funding under the State
Health Information Exchange Cooperative Agreement Program
and by the Medicaid Director to serve, if approved by the
Office of the National Coordinator, as the single Regional
Extension Center (“REC”) for the entire Commonwealth.
Requirements:
The for Medicaid Operations Director will be
responsible for supporting operational planning and
communications of the Medicaid EHR Incentive Payment
Program, The planning process will commence in August 2010
and will focus on working collaboratively with both the
Executive Office of Health and Human Services (EOHHS)/MassHealth
and MeHI management and staff to ensure the effective
coordination of all Medicaid EHR Incentive Payment Program
activities within EOHHS and MeHI. Once the planning process
for supporting the Medicaid EHR Incentive Payment Program is
complete, the Medicaid Operations Director will hire
additional staff, as defined during the planning process, to
support this effort on a long-term basis at the Westborough,
MA campus. The Medicaid Operations Director will also work
closely with the management of the Massachusetts Regional
Extension Center (REC) to ensure transparency of processes,
communications, staffing, etc. since the Medicaid EHR
Incentive Payment Program will be supported through the
REC. In additional to line responsibility, the Operations
Director will serve as MeHI’s Account Manager for MassHealth.
Qualifications:

Our candidate of choice will have a Bachelors degree from an
accredited college or university in business or public
administration, economics, heath care or related field;
a master’s degree would be a plus.

You will have more than eight years of progressive work
experience and three or more years of experience working
with MassHealth and physicians or health care
professionals in a clinical practice or hospital
setting.

You should have a strong background with the Commonwealth of
Massachusetts healthcare environment and HIT services
and products including EOHHS.

Your ability to hire and manage a team of professionals and
facilitate group success while serving as the primary
point of contact with MassHealth on the Medicaid HER
Incentive Payment Program will be an important factor in
your success.

projects, recognize decision points, and design and
deliver creative solutions coupled with your ability to
partner with a wide variety of constituencies across
industries and political lines will be critical to your
success.

verbal and written communication and presentation skills
along with computer proficiency and knowledge of
interpreting financial information to accomplish your
day-to-day task successfully.
This highly visible role will be located in Westborough, MA
and may require frequent travel to our clients Boston
offices.
