The Manager, Program Contracts position is responsible for performing the full range of contract administration functions for a portfolio of programs and proposal efforts.  Candidate should possess experience in negotiating unique agreements, Cooperative Research and Development Agreements, and cost share agreements.   Responsibilities include: participation in front-end assessments of business pursuits, analysis of RFPs, proposal preparation, contract negotiation, general contract administration, offering solutions to mitigate contractual/program risks, developing negotiation strategies, understanding how terms and conditions affect price and schedules, acting as the focal point of contact with the customer for all contractual matters, resolving contractual issues for unbilled and over-aged billed contracts, complying with ITAR, negotiating teaming agreements and participating in various proposal reviews.  This individual will also be able to readily differentiate between routine and non-routine contract elements and terms, and be able to make recommended solutions.  Individual must be prepared to negotiate sound business deals with its customers and to provide governance to the program team in carrying out the terms of the contract. Individual will act as the primary focal point for customer interface.  This position will be located at the Integrated Defense Systems Headquarters in Tewksbury, MA. 

Basic Qualifications:

  • Candidate must have minimum 8 years of experience and in-depth knowledge of various contract types i.e.

  • Cost Plus Fixed Fee, Cost Plus Award Fee/Incentive Fee, Indefinite Delivery/Indefinite Quantity, and Firm Fixed Price

  • Strong knowledge of FAR and DFARS

  • Strong aptitude for analysis and negotiations of terms and conditions

  • Experience in advising and supporting front-end strategic assessment of business pursuits.

  • Experience with being the primary customer interface and demonstrated success in building strong customer relationships.

  • Strong business acumen.

  • Minimum Degree: B.S. / B.A. Accounting, Business Administration, Business Management, Contract

  • Administration, Supply Chain Management, Economics, Business Law, or related field.

Desired Qualifications:

  • Experience in negotiating subcontracts with prime contractors, commercial companies, small businesses, universities and national laboratories. 

  • Ability to offer innovative approaches to problem solving and develop solutions to unusual and complex contracting issues in leading all phases of the acquisition cycle

  • Experience with intellectual property and structuring unique business arrangements

  • Experience with working with nongovernment entities, universities and commercial contracting experience

  • Ability to research compliance issues, applicable regulations and laws, and formulate recommendations to management

  • Ability to recognize, evaluate and offer mitigation alternatives for business risks including contractual, financial, performance and schedule

  • Collaborative and influential decision maker.

  • Advanced experience in proposals and RFP’s

  • Ability to effectively provide briefings at all levels.

  • Competitive proposal experience.

  • An organized approach to task management that enables timely closure of actions.

  • Ability to work independently with little guidance.

  • Effective team player with proven ability to lead.

  • Knowledge of program management principles.

  • Advanced coursework and/or professional certification in the area of contracts / law.

  • Ability to obtain a Secret Clearance

  • MBA , JD or graduate level education
